I have no idea of
who the artist might be for this one but it does remind me of Landseer's
work. Perhaps Queen Victoria with her Dash?
UPDATE!! This indeed did turn out to
be the work of Edwin Landseer and it also is a depiction of Queen Victoria
giving Dash a bath on her Coronation day. The title of the piece is "Beauty's
Bath".
